AISI Commends U.S. Leadership in Addressing Global Steel Overcapacity

Washington, D.C. – Kevin Dempsey, president and CEO of the American Iron and Steel Institute (AISI), issued the following statement regarding the adoption of the Comprehensive Framework for Joint Action announced today by Members of the Global Forum on Steel Excess Capacity.

“AISI commends Ambassador Greer for his leadership of the Global Forum on Steel Excess Capacity (GFSEC) and the resulting Comprehensive Framework for Joint Action announced today. We appreciate the Trump administration’s efforts to work with other steel-producing nations to address the flood of Chinese and other nonmarket subsidized steel destabilizing global markets. President Trump’s unwavering support of American steel producers through Section 232 steel tariffs and other trade measures is a model of effective trade policy.

“AISI welcomes today’s adoption of the Comprehensive Framework for Joint Action by the Members of the GFSEC. The framework will strengthen efforts to address excess capacity and the circumvention and evasion of steel trade measures. The framework outlines steps governments intend to take to eliminate market-distorting subsidies and other trade practices that fuel global excess capacity in steel, as well as actions to address the negative effects of this overcapacity on steel producers in market-oriented economies. It is critical to the long-term health of the global steel sector that GFSEC Members follow through on the commitments made today in Milwaukee.”

The Organization for Economic Cooperation and Development (OECD) estimates that excess production in the worldwide steel sector will reach 745 million metric tons by 2028, up from more than 640 million metric tons in 2025.
